Did #pm2un Tweet make Gordon to go to Copenhagen?

I was blogging last week in response to green.tv’s suggestion that there were too many climate campaigns. My view was that it wasn’t that there were too many, but that maybe they weren’t reaching the right people.

Last week the website BeThatChange.com were pushing hard on a campaign on Twitter,#pm2un, trying to persuade Gordon Brown to commit to go to the COP15 Climate Conference in Copenhagen. At the time this seemed like a great example of a well-targeted campaign.

Though it’s not that unusual for leaders not to commit to attending this sort of conference until the last moment, BeThatChange had cleverly spotted an opportunity there. It looks rubbish for Brown to be claiming to be leading the agenda at Copenhagen when he’s not even committed to going himself. A couple of days after BeThatChange cranked up the heat with their #pm2un campaign, @EdMilibandMP tweeted a survey on his Ed’s Pledge site, asking visitors what their priorities for Copenhagen were. Miliband offered the following options to chose from:

1) the Prime Minister attending Copenhagen to help deliver a deal

2) doing more to provide home insulation in the UK

3) more government support to create green jobs

Whatever you think about the yeas and nays of deliberative democracy, when I looked on Friday, “the Prime Minster attending Copenhagen to help deliver a deal” had received 93% of the vote. How much of that was due to the BeThatChange.com campaign is hard to calculate, but I suspect that the question was even on Miliband’s poll suggests that the original #pm2un campaign was bang on.

If anything, I suppose it’s possible the Labour Party saw how potentially embarrassing such a campaign could be if it gained much more momentum, and instead turned it to their advantage. Either way the news came through late last night, less than 48 hours before BeThatChange’s next #pm2un twitterstorm:

Whatever did happen behind closed doors, it was nice work all round, really.

Bloggerscircle: why we need a plastic bag tax

It’s in the news today that supermarkets just missed their target of 50% reduction in plastic bag use (they got to 48%).  I’m not a big fan of supermarkets but I think on this one they need to be congratulated.  Remember the reaction against proposals to tax plastic bags, and how, many believed, people would never change their habits.

Far too many bags are still used but a 48% reduction is a massive improvement.  If businesses and the public can get their act together on this issue, what other seemingly impossible environmental problems might we solve?  It may also suggest that it’s better tonudge people into doing the right thing (like the clever question the checkout assistant was trained to ask), rather than taxing them into behavioural change.

50% sounds great, doesn’t it?

But in Ireland the introduction of a plastic bag tax in 2002 cut the use of plastic bags immediately by 90%, and created millions of Euros in government revenues which were pledged for use in environmental projects. Cutting ours by 50% is nothing to be proud of in comparison to that figure, especially as much of that 50% is people like Rob, me, and you, dear reader. The remaining 50% are inevitably going to be much harder to reach. Even with Tesco offering the carrot of Nectar card points for every bag reused, this is still too slow. It’s time to get out the sticks.

Like it or not, taxation is the most effective behaviour change lever government has. As Anthony Giddens suggests is in The Politics of Climate Change these are levers we’re going to have to use, and not be afraid of using. But the revenue used from these taxes must be used creatively and positively if we’re going to trust the system. Denmark’s carbon taxes, introduced in the 90s, have created an absolute fall in Co2 emissions from that country not only because they disincentivise carbon use, but because the revenue created by the fed directly back into subsidising energy-saving measures.

Art, vandalism and the act of making good

At a conference on Friday I met a woman called Paivi Seppala who had been involved in an arts project in North Kent called Hei People. I hadn’t heard the story she told, but it was a great one. Hei People was originaly created by Finnish artist Reijo Kela. The idea is simple; a crowd of scarecrows suddenly appear in a field somewhere, dressed in off-cast clothes, all seeming to stare in one direction. Their heads are made of clods of earth from which sprout grass. There is no pre-publicity, or explanation for their existence; they simply appear – a throng of figures, all seemingly staring in the same direction, clothes flapping in the breeze.

Having previously installed the Hei People in two locations, Seppala moved them to a third location in the summer of 2007 on the Isle of Sheppey. It’s a deprived area; a bleak piece of bog sticking out into the Thames Estuary. Locals call themselves “Swampies”. It houses three prisons. London Mayor Boris Johnson recently proposed turning it into an airport.

In other locations, the Hei People had suffered small-scale vandalism, but when they reached Sheppey, catastrophe struck. The Friday night after they were errectd, the entire installation of 400 figures was destroyed. Not a single figure remained upright. Seppala was distraught. The installation was supposed to be there for weeks. It had been wrecked within a couple of days. She felt she had no option but to reinstall it, though funds were limited, and replacing 400 figures would be a labour-intensive task.

And then, on the following Sunday morning, just as she was about to make the journey back there to Sheppey to start the work she got a phone call from the farmer who had donated the land for the installation: “Well done for getting them back up so quickly,” he said.

Seppala was baffled. What? She travelled up there and indeed all 400 figures were standing again – a little broken and muddied, maybe, but standing nonetheless. Over the next few days the story emerged in dribs and drabs. The people of Sheppey are tired of their reputation as ne’er do wells. When they heard that the Hei People had been trashed, they were distraught. This act of vandalism would only confirm outsiders’ assumptions that the people of Sheppey were no good.

People started to put one or two back upright. Seeing them, others joined in in the task of rebuilding the Hei People. Within a day, all the figures, which had originally taken days to install, were back up again in an odd act of spontaneous, anonymous barn-raising. It’s an extraordinary example of the potentially potent relationship between art and community.

Like any other activity which drains the public purse, art must be expected to justify its existence. This is a case of how difficult that can be for the arts. On the one hand this is an exemplary project, a relatively cheap piece of work which drew in a community, took on a meaning for it and left it with something to be extremely proud of. On the other hand none of what happened to the Hei People on Sheppey was either predictable or even remotely planned for. It happened simply because it was a good piece of work that Seppala and others had faith in.
